This trend underscored a critical challenge — while overall crime registrations have fallen, the proportion of minors engaged in serious offences has not declined at the same pace. The report emphasised the need for sustained counselling, rehabilitation, and preventive policing to address this concern.In comparison, 136 heinous crimes involving 272 juveniles were reported in 2024, and 160 cases involving 294 juveniles in 2023. Joint commissioner Ranjan Kumar Sharma told TOI: “At least 700 juvenile offenders have been reformed and rehabilitated through Mission Parivartan since its launch in 2023. Our goal is to ensure these teenagers do not return to criminal activities. We provide skill training and even employment opportunities to help them and their families build a better future.”
