Mumbai: The BMC has proposed a detailed planning exercise to prepare local area plans (LAPs) for neighbourhoods around stations on the Mumbai Metro Line 3 corridor, involving extensive land-use, traffic and infrastructure studies.In the first phase, the planning work will be taken up for four stations under the provisions of Development Control and Promotion Regulations 33(23) – Transit Oriented Development, for which administrative approval has already been granted. The estimated expenditure for this phase is Rs 1.37 crore (Rs 34.4 lakh for each of the four stations) and the expenditure will be exempt from GST. Subsequently, the same station-wise cost of Rs 34.4 lakh will apply for the remaining stations, with an additional 10% provision included in the estimate. The local area planning exercise is expected to cover all 27 stations along the Mumbai Metro Line 3, and the entire work is targeted to be completed by March 31, 2028.According to the proposal placed before the civic standing committee, scheduled to be held on Wednesday, the planning exercise will rely on satellite imagery analysis, field surveys and traffic studies to understand the current urban conditions within the designated study areas around metro stations.As part of the work, open-source satellite imagery will be analysed on the development planning department’s base maps to study land-use patterns. The civic body will also conduct detailed land-use surveys, sample household surveys, traffic volume counts, parking assessments and traffic circulation mapping, which will be verified through on-site inspections.Based on these studies, planners will prepare existing land-use maps and situation analysis reports to understand the current development pattern in each area. The proposal also calls for the preparation of road structure plans for key roads within the study areas, including surveys of roads ranging between 12 metres and 45 metres in width. Officials will examine the structural condition of roads and prepare lists detailing road components such as pavements, dividers and lanes. Obstacles affecting road development will also be identified.Further, the civic administration will prepare rough cost estimates for necessary road improvement works, excluding beautification elements, and develop road design proposals along with detailed reports.For each metro station area, the BMC will prepare a local area plan report that will include an analysis of existing land use, planning proposals, development policies and infrastructure interventions. These plans will also feature road design proposals with estimated costs and an implementation framework outlining the organisational structure required to execute the projects. Regulatory provisions may also be drafted wherever necessary.Finally, the civic body plans to compile integrated project reports combining the local area plans, traffic circulation plans and road layout plans for the identified areas.Officials said the work will involve collecting land ownership details, analysing average plot sizes, conducting road surveys and undertaking household surveys using stratified random sampling methods. Studies of traffic flow, pedestrian movement and parking patterns will also be carried out to prepare traffic circulation plans.The final outcome will be a draft integrated local area plan, along with circulation and road layout plans, aimed at guiding future development and improving connectivity in areas around the metro stations.
