New Delhi: Delhi Development Authority (DDA) has intensified work on seeking a licensee for a five-star hotel in Dwarka’s Sector 23 after the authority’s success in leasing out a 2-acre site for another five-star property in Nehru Place last month.The Nehru Place hotel, being built on a licence fee basis, could annually earn Rs 28 crore for DDA, which an increase every year by a certain percentage.“The authority has recently invited applications for auctioning the licence rights to the 2.5-acre land parcel in Dwarka to build the hotel through a public-private partnership. It will be leased out for 55 years. The selected agency will develop, build, finance, operate and manage a hotel with 200 rooms,” the authority said.The development norms will follow the 2021 Master Plan of Delhi and the unified building bylaws.The project is unique as the licensee will be allowed to book daily up to 25% of the non-membership playing slots (pay and play basis) for guests at the DDA Golf Course in Dwarka, from the project’s commercial operation date upto the termination of the licence.“The golf course will be next to this site, and hotel guests can use it. These terms have been added for the first time to attract big investors.,” the authority said.All bookings for the golf course have to be confirmed at least 24 hours before the date of playing. Hotel guests will get discounted rates for the course, DDA officials said.The selected agency will be allowed a total floor area ratio of 375 with a ground coverage of 40%.The selected bidder will be expected to develop the hotel in “42 months”, according to DDA’s document on the project. “The selected bidder will have to… obtain all statutory permits, approvals and clearances at its own cost and with no liability on the authority,” the document adds.DDA sources said that earlier, the authority used to go for the freehold and perpetual lease models. The two models were not bringing in the desired returns for the authority. Officials feel that the licensee fee path, with a certain increase periodically, would be more profitable for DDA.
